Your fir moon obedient humble servant,

With reference to my despatches of the 25th ultimo, I have the honor to transmit herewith accounts given in the French official Newspapers, the "Débats" and the "Soir", of a sitting of the Committee of the Chamber of Deputies on the Bill to grant a credit of 5,500,000 francs (£220,000) for operations in Yougquin.

From the account given in the "Débats" it would appear that M Challemel Lacour informed the Committee that the Government had rejected M Bourée's Treaty with China because it implied recognition of the Sovereignty of China, and because they did not intend to enter into any discussion at all with that country regarding the rights & commerce there.
