The French force in Tonquin is, according to M. Brun, to be raised to 2000 men. It is difficult to understand how the extensive occupation of the country can be effected.

I have the honor to inform Y.L. that on Wednesday last I presented a copy of Marine to the Minister. In the course of conversation, I referred to the present state of affairs in Tonquin. The Minister mentioned that the French Government intended to send a small further reinforcement to that quarter as it was proposed to annex the country. The Minister twice made use of the word "annexe".
They have about 1400 bayonets in Tonquin at the present moment and propose to raise that force to 2000.
