pay for all telegram, sent. to Consular officers; as

such a rule would obviate

the necessity for any correspondence as to the recovery of the cost, or for determining difficult points respecting the liability

of the sender or receiver in many cases.

I added

that if in particular cases a Colonial Government should

request that special information,

involving a considerable charge should be furnished to them by telegraph, a different arrangement

might be made; but that in that case it would be more convenient that the Consular

Officer should apply direct

to the Colonial Government concerned

for the recovery

of

the cost

than that the matter should be

adjusted by a claim on this Department

which would almost necessarily involve reference

to the Colony,
