of Liong Kuang for the rendition of Young Sing Wei & 12 other criminals, had arisen from the belief that this engagement had not been observed by the Provincial Authorities & that it is believed even ignorant of its existence. I am therefore desired to request Y. J. H. to communicate it at once to the Viceroy of Canton and other Provincial officials whom it may concern, in order that its observance may be secured for the future. At the same time I am able to inform Y. J. H. that H. M. Govt. in fulfilment of their Treaty Obligations, have directed the Governor of Hongkong to surrender two Chinese pirates now in custody in the Colony, on the usual formalities being observed.
