shores of the River, that whenever a Chinese pirate or other criminal is landed on the shores by the British authority, the case is to be reported to the Throne, praying the Emperor to decree the summary execution of the criminal. They will no longer Gen. of the British authority, he could inflict punishment of death by the degrees prescribed by the standing law. Gen. is to have duly ascertained the nature of his crime, communicate with the Zamen (Tsungli Yamen) of Foreign Affairs, which office having in its turn informed itself of the particulars of the case, will acknowledge the communication and will represent it to the Throne according to the law.
