I am now directed by the Governor to state to you, for the information of the Secretary of State for the Colonies, that, in Lord Granville's opinion, it is to be regretted that the two prisoners should have been liberated whilst their case was under the Consideration of Her Majesty's Government, without previous communication by telegram. It would be a justification, in case of a Complaint on the part of the Chinese government, that the liberation of the prisoners had been effected by the Supreme Court, but their voluntary liberation by the Colonial Government, without waiting for the further instructions from home, which had been applied for by the Administrator of the Colony.
