RECRUITING General Report
19th May, 1883.
I have the honour to return the enclosed letter from the Colonial Office, which your Lordships referred to me on the 25th ultimo, stating that Lord Derby proposes, if your Lordships agree, to send the letter from this Department of the 19th March last to the Eastern Extension Telegraph Company, and to request its adhesion to the obligatory clauses of the International Telegraph Convention of 1875 in regard to their cable between Hong Kong and Shanghai, and, asking what are precisely the obligatory clauses.
