In returning the inclosed correspondence between the Colonial Office and the Eastern Extension Australasia and China Telegraph Company, Limited, which Your Lordships referred to me on the 9th inst., I beg leave to say that I am of opinion that it is reasonable to require any Telegraph Company applying for permission to land a cable on the shores of this Country or any of the British possessions should accede to the obligatory clauses of the Telegraph Convention.
