This condition may be reasonable - but it is nevertheless foreign to the usual conditions refunded to by the Treasury in 1889 upon the merits was granted. The Post Office abandoned the grant taken up by them in 1886.

The Convention & urge this matter as being a earnest complaint the Company to accede to the Convention. Note, but whether they depend on this letter & the Company's clause of reference & by which they are getting obligated.

Till Treasury do, we are to be informed which Convention Clauses.
