In connection with this

application, I think it right to direct

the attention of your Lordships to

the provisions

of

Article 81

of

the

annexed

to

Service Regulations

The International Telegraph Convention

of the 12 July 1875, from which

it will be seen that accession to

obligatory clauses

of

the

Convention should be imposed upon

them together to the extent that they may be bound by their articles of Concession to submit themselves in this respect

to the obligations prescribed

by the state which

granted

the

concession.

Although therefore the

Eastern Extension, Australasia, and

China Telegraph Company does

already adhere to the Convention,

it seems

a question whether

the Concession proposed to be

granted

to the Company for landing a

Cable
