I caused your Despatch to be referred to the Law Lead Board of Review, in transmitting the accompanying copy of the reply you received from the Draftsman, I have to request you give your careful attention to the views therein expressed, in which the Board generally concur, to consider the efforts which may be made to amend the Colonial law in the Straits Settlements and Hong Kong, and pending the receipt of your report, I abstain from giving you any definite instructions, although I may state that the opinions expressed by the Board in their letter I have.
