A few slight alterations in order to bring them into accordance with the practice in this Country, the Board now see no objection to the draft Regulations which have been submitted to them, and which are herewith returned.
With regard to the proposed Examiners for Masters and Mates certificates of Competency, I am to state that the Board are of opinion that the examinations could be more efficiently conducted under permanently appointed Examiners, but that whoever may be selected for the examination should be required to pass an examination not less stringent than that which Examiners under this Board have to undergo, as shown in the accompanying paper.
