In accordance with the instruction contained in your letter of the 17th January last, I have the honour to submit for the approval of the Secretary of State for the Colonies the name of Mr. John H. Hancock for the temporary appointment of Land Surveyor in the Public Works Department of Hong Kong.
Mr. Hancock has produced good testimonials from former employers, and the results of enquiries we have addressed to firms for whom he has worked.
