With reference to the letter from this Department of the 24th ulto, I am directed by the Earl of Derby to transmit to you, for the consideration of the Marquis of Hartington, a copy of a letter from the Admiralty relating to the proposed local Naval Defence Force at Hongkong.
I am to enquire whether Lord
