I have Examined the accompanying Ordinance being "An Ordinance to authorize the Honourable Francis Buckley Anson to construct Piers and wharves in the harbour", and to confer upon the said Francis Buckley Anson certain powers and privileges.
I am of opinion that the Ordinance is one which is not contrary to the Crown's Instructions...
