Consul at Kiangsong

complaining of a rough Chinese

caricature which has been

in the streets

of

this

city; and which I annex.

The

drawing

groups of soldiers in

which are

marked with a cross (x)

than the Home Secretary in England could seize the London Punch for a

similar caricature. At

the

same time,

it

may

be observed that this caricature

has

some

significance,

and

is described in

Chinese

characters as "Japanese soldiers.

2. I transmit a copy of my reply to the Japanese

Consul. Of course, I cannot

interfere

in a

trifling matter of this kind

shewing the popular Chinese jealousy and suspicion of

the Japanese, who have

advanced

rapidly

so much more

than them

in the ways of European

progress.
