I am directed by His Excellency the Governor to request you to inform His Excellency the Vice Roy that, owing to new and unexpected complications, the Governor feels himself compelled to ask for the instructions of the Imperial Government in England before handing over the 11 Chinese fugitives, whose extradition has been applied for by the Vice Roy.
The Governor requests you to be good enough to inform the Vice Roy that he regrets that he is unable to surrender
