I have the honour by direction of His Excellency the Governor General of Two Kwang to enclose a complaint or communication from myself and Yu Ching Cheng officers of the Chinese Government respecting Young Abtung and ten others charged with the crime of murder on Chinese territory to ask you to forward the same to the Police Court or to either of the Police Magistrates of this Colony :
