Pang Regiment, having received information that certain criminals in question were in Siang-shang under assumed names, a list of which was furnished with the requisition, I should cause them to be brought here for trial in accordance with precedent. I despatched the above-mentioned Colonel Pai Chan-pin to Yung-Chong to take charge of the business and bring them to Canton.
I communicated at the same time with yourselves, requesting you to hand to Colonel Pai a formal despatch with which to proceed to Hong Kong to take charge of and convey to Canton the criminals in question, begging you also to communicate with His Excellency the Governor of Siang-shang as to their extradition.
It has now been reported to me by Colonel Pai that there still remains a principal culprit, one Yeung Lo-Sin, whose name was omitted from the list previously made out, for whose extradition with the rest he prays...
