In these observations, there is beyond doubt much practical good sense. The general opinion in this community is that, should the extradition of fugitive criminals be suspended, the result will be either that more stringent laws must be enacted to secure their expulsion from this island, or that Hongkong will become more of an Alsatia for the disorderly classes of Southern China.

It is important that Your Lordship's decision should be conveyed to me by telegraph with the least possible delay; and that it should give precise instructions as to whether these eleven men are, or are not, to be surrendered to the Viceroy of Canton; who has made repeated applications for their extradition both by letter, through the English Consul at Canton, and by a Mandarin (or Chinese Officer of rank).
