On the other hand, the Mandarins (i.e. Officials) and the upper classes in general desire to avoid, if possible, great European war, both because they know its strength, and because they fear that the Secret Societies, - the Fenians and Nihilists of China, would again, as in the Taiping insurrection, seize the opportunity to raise a formidable rebellion against the Tartar reigning dynasty, which for many years desolated several of the fairest provinces of the Empire.
