America, who is well acquainted with the English language and laws, who has served with the great Viceroy, Li Hung Chang, in China, and who has been a member of the Chinese Legation at Washington, is fully qualified to look at Chinese affairs with English and at English affairs with Chinese eyes.
He is a man of middle age, tall and of dignified appearance and manners. I am certainly fortunate in having secured for the Colonial Legislature so excellent a representative of the Chinese community. Mr. Wong Shing will be formally appointed (subject to the gracious confirmation of Her Majesty) so soon as the expected Order in Council shall arrive.
The estimation in which he is held in this community will be seen from the enclosed article in a leading local journal.
