(5.7) Worse still, a number might at any time be riveting to their number and organization, make attacks on shops in Kowloon and houses in the streets near the border, as in September 1878, when an attack was made in Ting Lok Street.

(6) The fact of the presence of armed bands in the Colony's vicinity shows the necessity of having the Police instructed in such a manner to act together with discipline, and to be trained or "drilled" to the use of the Rifles they carry, and it strengthens that part of my letter No. 315 of the 21st November 1883 reporting upon the advisability of the Hong Kong Police receiving Military Instruction, and the appointment of a Military Adjutant to the Force, especially when the Superintendent is not a Military Officer.
(7.) Some time ago at Kowloon, a band of Smugglers fired on a small party of Police who returned the fire, but with what effect has been transmitted with despatch No. 334 of December 10, 1883.
