I have requested the Registrar to make inquiries, as to the possibility of obtaining a suitable person to fill the appointment and as to what rate of salary should be fixed. The Registrar informs me that, this being an entirely new appointment, it is difficult to form an opinion as to the amount of salary sufficient to attract a competent person, especially if we could obtain the services of one conversant both with the Chinese and English system of keeping accounts, and recommends that applications should be invited by advertisement from persons desiring to obtain the appointment on probation and that they should be requested to furnish with their applications such testimonials as to their ability, character and general suitability for the office as they can procure. The Registrar would then have an opportunity, after seeing the applicants personally, of forming some idea of the amount that should be paid for the services of any one applying that he considered competent. I concur in those recommendations.
