The applicant had been found acquainted with English, and that, owing to the great temptations offered by the post, it would be necessary to obtain the services of a person of high character in whom the Chinese would have confidence.

The Board consequently recommended that the matter should be referred to the Registrar-General in order that he might confer on the matter with the Chinese who had first applied for the appointment of the Accountant.

In pursuance of this recommendation, the matter was placed before the Registrar-General (Mr. Stewart), who now reports as follows:-

"I have written and spoken, and again, to the Chinese on this subject, but they will not take the responsibility of nominating or recommending any one. They think the post would expose the occupant of it to greater temptations than any one whom they could recommend.
