properly taken respecting
some articles reflecting
on French proceedings in Tonquin,
which had appeared in one
of the Chinese vernacular
newspapers published at
Hongkong.
2. I now have much
pleasure in transmitting
a copy of a letter from the French Consul (M. Degardin),
covering a communication
relative to Mr. Marsh's action.
3. The Registrar General
continues to keep a watch
over the Chinese journals
published here.
