But, in concert with General Sargent, the officer Commanding H. M.'s Troop on this station, I have taken all necessary precautions; and there need be no apprehension of any serious outbreak; although, of course, we cannot feel sure that there will not be isolated attacks on individuals; attempt to set houses on fire; and other similar outrages.
