A box will be provided at the Colonial Secretary's office, having two locks the keys of which will be kept by the Colonial Secretary and the Treasurer respectively. This box will have a slit through which the tenders will be dropped.
The Board will meet where necessary and will open all the tenders found in the box and immediately initial each of them. If the tenders are in Chinese, they will, if necessary, refer them to the Registrar General for translation.
A schedule of all tenders received will be prepared in the accompanying form.
The Board will decide whether any of such tenders should be accepted; whether fresh tenders should be invited; or whether under special circumstances they recommend that the work should be performed by Government. In the latter case only will the approval by the Governor be required.
The lowest tender will not as a matter of course be accepted; but when any tender is accepted which is not the lowest, the Board will record the reasons which have induced it to reject a lower tender.
