second master were to

the port of 2nd Master become vacant it would be the

duty of the Government to select

a

thoroughly efficient

man to fill that post without considering who have been longest in the service -

only

It seems to me that the satisfactory way of dealing with the question now raised is to clearly lay down that this rule is to be followed

and also to abolish the distinctive

appellations of 3rd, 4th, 5th and 6th

Master either at once or as

vacancies

fall in. They

are all

paid the same salaries and

allowances and are all Assistant

Masters. They should all have the same rank or standing,

and the Head Master should

assign to each such duties as he

may think fit.
