As a trained teacher who has made considerable progress in the study of Chinese, it would be hard to turn him adrift; and Government would lose the services of a man who will be most useful when the New Central school is completed. I therefore provisionally authorized his employment
as an extra Master at the Central School;
but the question is raised both by himself and by others, viz., W. Kaway, Hutchison, and Caldwell, as to what position he is to hold : the first claiming and the other three objecting to the post of fourth Master, being assigned to him, that being the place held by him between Arthur and H. McKinney. - No question is raised as to W. Arthur's position,
his first acting appointment being certain than that of any of the others. He may therefore be left entirely out of consideration although he was "only confirmed by the Secretary of State on 6th January 1883 whilst Mr. Hutchison was appointed by the Secretary of State on 8th September 1880 or thereabout.
