Mr. Caldwell was appointed 1st September 1881 to be an Assistant Master (provisional) and appears to have taken the place immediately below Mr. Hutchison.
Mr. May was on the same date put in provisional charge of the Government Normal School as Principal.
In October 1882 Messrs. Arthur, W. Kinney, and Caldwell asked to be confirmed in their acting appointments of 30th, 11th, and 6th Masters, which they had held for periods ranging from one year (Caldwell) to four years and a half (Arthur). Their application was recommended by the Head Master.
Why some of these Assistant Masters had not been recommended for confirmation long before, I am unable to explain, except on the supposition that the closing of the Government Central School had complicated matters.
The papers written at the time will show that I had great difficulty in finding out precisely what I was asked to recommend to the Secretary of State. I had not been in the Colony when any of the acting appointments had been made, and the whole question of education was in a very confused state.
I now see that what I should have done was to recommend the confirmation of Messrs. Arthur, W. Kinney, and Caldwell as Assistant Masters instead of 5th, 3rd, and 4th Masters. However, they were recommended.
