I have only the honor to recommend that to prevent further complications, this appeal be reserved for consideration until a statement and petition have also been received from SW Shaw.
Though fully sympathizing with the dilemma in which the several masters concerned are involved, I must leave the question without objection or recommendation to the consideration of His Excellency.
