No way's post in the Central School had not been confirmed before his temporary transfer to the Normal School, that during his absence when holding that provisional appointment, Mr. Jiming applied to him at the Central School without his knowledge for the confirmation of their survival positions, which they obtained in February 1888 — that on this account there is no vacancy at the Central School, nor was he kept on for his services longer required at the Normal School- and that consequently having been for five years holding only acting and provisional appointments, and therefore unable to return to his former post and rank at the Central School, because injury was done to the three masters who after four years and three months holding acting and provisional appointments, have to his detriment been for seven months confirmed in their respective posts.
