I have the honour to acknowledge the receipt of your despatch No. 335, dated the 13th instant, on the subject of allowing University Cadets in the Hong Kong Government Service to obtain some knowledge of the "Mandarin" dialect.

I agree with you as to the desirability of authorising the Cadets in the Hong Kong Government Service to obtain some knowledge of the Chinese people and of their language, so as to enable you to discharge efficiently your future duties at Hong Kong.
