At all events, if any disaster should
arise in consequence of the comparatively inefficient condition of the Police, I am
confident that Your Lordship will not, after the action which we have taken, allow any blame to be cast from
any quarter on the Governor, on the Executive Council, or on the Legislature of this
Colony.

Your Lordship's information that the
"English settlers at Hong Kong not unnaturally contrast their position under the control of the Colonial Office
with the position of the English settlers at the neighbouring Ports of China under the control of the Foreign Office. The settlement at Shanghai, in
particular, closely resembles Hong Kong in most respects; the concession land on which it is built having been made by the Chinese Government
