Nor is there Police (as I am informed) better or even so well qualified for this as Mr Forspool.
In my despatches nos 91 and 99 (which I request may be read together with this despatch), it was shown that the appointment of a Military Adjutant would be at once a more economical and a far more efficient arrangement than that suggested by the Colonial Office. I wrote as follows:-
In accordance with the Executive and Legislative Councils, and with the general voice of this community, I recommend, for the reasons and on the conditions stated above, that there shall be appointed to the Police Corps a Military Adjutant from among the officers of the Garrison for the time being; who will act as the second in command of the Force, taking the place of the Superintendent in case of indisposition or absence, and assisting him generally in the discharge of his duties; especially
