The offers of the Colonial Department to Mr. Horspool as contained in the despatch 110162, have been again communicated to him, and have been again declined by him, as will be seen from his enclosed letter to the Acting Captain Superintendent, (Captain Dempster).

Regulations of the Force; returning to his duty here in due time. He, is, as I am assured by Captain Dempster, an intelligent and meritorious officer, as he has indeed shown by raising himself from the rank of a simple constable to that of Chief Inspector. But, in the opinion of all competent judges, he is not qualified,
Enclosure 1
I am informed that Mr. Horspool desires to retain for the present his position of Chief Inspector, and to take next year the leave of absence to England to which he is entitled by the Regulations of the Force, and not, for the reasons mentioned in my previous despatch, 1991, to take the command of an Armed Police Corps in a community so peculiarly circumstanced as that of Hongkong.
