the Governor was afterwards allowed to remit, but only in his official capacity. This

Governor ought not to have broadly stated that he was entitled

that Mr Marsh was entitled to remit at the under rate of 4/2,

without further explanation.

appointed to the service on the date of Lord Carnarvon's despatch, Feb. 19, 1876, he is not entitled to this privilege, and direct that Mr Marsh should refund the difference. [Being Auditor-General, he ought to have known the rules.] adding that the Crown Agents have been instructed to accept the present draft.
