I attach no weight to the unsupported statements of Mr. Fraser-Smith, but, I think, it will be desirable notwithstanding,
with the remarks contained in the enclosure, and to give my Officers the opportunity they seek of vindicating their characters.

You are aware,
the Editor of the "Hong Kong Telegraph" has some time past been levelling charges of corruption against the Officers of this department, and recently went so far as to state that the subordinate Officers practically admitted the charges stated that you yourself kept, "the good things to your own chick."
In the recent proceedings in the Supreme Court instituted by you against Mr. Fraser-Smith in which you gave him ample opportunity of supporting
