that you ad to my Community Learn so far agreed recommendations ad to increase the unofficial Members of the Legislative Council from two to five, and to allow one of those Members to be nominated to the Executive Council by the Governor, as a general rule, a second by the Bench of Justices, and a third by the Chamber of Commerce.

I have, after careful consultation with the Legislative Council, assented to and enlarged the Commission. I now transmit copies of the list, of which I enclose printed copies.

3. The list of the Commission contains 49 names, comprising (1) English - 21; (2) Chinese - 12; (3) Jews* - 3; (4) Parsees and Armenians - 4.

The two Sassoon brothers are the one a brother, and the other a cousin, of Sir Albert Sassoon. They are the heads of mercantile firms; and they are also owners of large property in land, houses, and ships. The Parsee and Armenian gentlemen are also of high character, originally from Bombay, heads of firms and owners of much property.
