A. That the mischievous anomaly
should cease,
which, to the gra

detriment alike of Imperial and of
Colonial interests, excludes the General Commanding Her Majesty's Troops
from the Legislature at his headquarters
at Hong Kong, while he is included in the Legislature at his subordinate command in the Straits Settlements.
B. That a "dormant Commission" of Lieutenant-Governor should be prepared, empowering the Officer commanding
