the opinion on these points

expressed by General Largent, (the Officer

Commanding the Troops at Hong Kong) in his

despatch to the Secretary of State for War of the 24th instant, of which he

has, in accordance with the Regulations

and the usual practice, sent a copy

He writes as follows:-

There are two views of the raison d'être of this Colony, one that, like

most other Colonies, it exists for

the sake of the residents in it; the

other, that Hongkong is not for the Hongkongese only, but for

the British Empire at large, an aid

General Largent introduced this question, on

the present occasion, by transmitting a copy of my despatch No. 62 and of Your Lordship's reply

of 10:13 1:453 of 1853, which had been laid before the

Executive and Legislative Councils, and ordered, as usual, to be printed
