He writes as follows:-
There are two views of the raison d'être of this Colony, one that, like
most other Colonies, it exists for
the sake of the residents in it; the
other, that Hongkong is not for the Hongkongese only, but for
the British Empire at large, an aid
General Largent introduced this question, on
the present occasion, by transmitting a copy of my despatch No. 62 and of Your Lordship's reply
of 10:13 1:453 of 1853, which had been laid before the
Executive and Legislative Councils, and ordered, as usual, to be printed
