And further it might not follow that in all future time the Postmaster General of the Colony will be, as now, the best officer in the service to become Treasurer; and I consider that it will be more conducive to the interest of the service of the Government be left free to select, as Acting Treasurer, during the absence of the Treasurer, or vacancy of the office, such officer as may appear to him at the time to be most fitted for the post, and if he retain, as at present, equally unfettered discretion as to the recommendation he may make for the appointment of a future Treasurer
