In conclusion, for the reasons stated above, and for other reasons which must be obvious to all persons practically acquainted with Colonial Administration, I earnestly recommend that the Treasurer of Hongkong shall henceforward be ex-officio Postmaster General and Collector of Stamp Revenue, with a seat in the Executive Council.
