successively to the Gacier, to the Superintendent of Police, to the Police Magistrate, and to other subordinate Officers, but to attach to the Treasurership the Office of Postmaster-General and the Office of Collector of Stamp Revenue. In all states and Colonies the Post-Office and the Stamp Office are subordinate Departments of the Treasury.
The natural and proper arrangement which should have been made twelve years back has now been made provisionally.
Through the death of Mr. Justice Snowden, and the promotion of Mr. Russell, a vacancy occurred in the Office of Treasurer on the day after my arrival at Hongkong in last March. As Mr. Russell had been appointed Treasurer and Registrar General by the Colonial Office, I did not presume to separate those posts until I should have had time to examine the state of affairs in the Colony.
The present Treasurer (Mr. Lister) is also Postmaster-General and Collector of Stamp Revenue. In his several capacities he receives:-
(a) As Treasurer $960 per annum
(b) As Postmaster General $3360
(c) As Collector of Stamp Revenue $960 Total $5280
This aggregate salary is worth, at the present rate of exchange, about £950.
