in the words quoted by Sir G. Bowen

17200 points out that not only would the sanitary advantages to the troops be great but that far greater facilities could be provided for military and naval work than at present exist: that it is out of the question to suppose that the colony is going to pay

the whole cost

of a reclamation estimated to be worth £160000 to the Imperial government:

that though, as General Sargent

pointed out, a vote has already been

taken by the finance committee of the local

legislature "Subject to a fair share being contributed by the Military & Naval authorities"

and that Lord Derby cannot sanction the work unless half the cost is paid by the Imperial government either directly or by abatement of the Military contribution; two thirds being the proportion suggested

by the War Office in 1875.
