The Work is estimated to cost £64,000.
In all the value of the reclamation to the War Office is estimated at £164,000. Under these circumstances General Sargent proposes that the colony shall bear the whole cost on the ground that the reclamation, being an incidental advantage to the War Office, should not be taken into consideration. This is of course absurd.
