hand to arrangements resume for Military purposes ground which brings into the Colony £1,000 a year. From £15,000 to £20,000 for the annual loss is a very moderate estimate. Including interest, the Colony cannot have lost less under this than £300,000.
5. Another source of loss are the objections to improvements on Military grounds. The town is cut into half by Naval establishments, and rendered almost valueless. Plans for through communication have been steadily opposed. A large part of Kowloon suffers in a similar way. It is not Military ground, but building is prohibited in certain areas due to projected batteries which do not exist now, if ever they will exist. These losses, however, though heavy, can be estimated.
6. The Military and Naval authorities have taken two portions. Military Contribution £380,000, Indirect Contribution £45,500, Total £425,500.
