Ionian Islands, while under the British Protectorate. From the enclosed memorandum by the Colonial Treasurer, (the Honourable J. Lister) it will be seen that, during the last eighteen years (since January 1, 1865), Hongkong has paid:-
1. Military Contribution (in cash) £380,000
2. Indirect Contributions £45,500
3. Loss on land reserved for Military purposes £300,000
Total £725,500
It is stated that the estimate of the entire cost of the fortifications necessary for the security of Hong Kong would be somewhat under £400,000; so that those Fortifications would already have been completed without cost to the Imperial Government if the direct Military Contribution, paid in cash, had been appropriated to that purpose.
It may be objected in some quarters that Hongkong should contribute not only to the cost of the fortifications but also towards the support of the English garrison
