As to the question of deficiency of subsidiary coins, I used to say nothing about it as your Government has the matter in hand, but with regard to the rest of the question, I would draw attention to a despatch from Sir John Strachey, dated the 20th of November 1879. The fourth proposal therein made was for the issue by Government of $1 notes based on a specie reserve. I have to refer to the practical difficulties that would be necessary for the Hong Kong and Shanghai Bank to withdraw their issue of $1 notes.
